3. 剩余名額給過EB1后是應(yīng)該先給EB2再給EB3 還是 同時給EB2 EB3？也就是該Horizontal spillover 還是混合spillover的問題上大家在摳字眼（純垂直spillover對于中國EB2，EB3都沒好處，一個剩余名額都拿不到，大家就不要傻乎乎地支持了）。對于這一點，冰機靈icecream08 同學(xué)說：
ACT203 says:EB3 can get "any visas not required for EB1 and EB2"
It doesn't say: EB3 can get "any visas not required for EB1 plus any visas
not reqired for EB2".

When talking about legal wording, do those two have the same meaning?

When I read ACT203, my understanding is EB1->EB2->EB3, unless ACT203 changes the wording specify: "any visas not required for EB1 plus any visas not reqired for EB2".
