My wife and I got our H1B and H4 visa easily on Nov 17, 2007 at US consulate at HK. Neither of us has gone back to China for more than 8 years, and my wife was refused on her F2 visa quite a few times 9 years ago. We got our F1 and F2 visa in Beijing before.

The officer was a Chinese and he did not ask why we wanted to apply visa in HK. He did not even ask other documents than those standard ones (Passports, 156 and 157, I-797 for H1B and H4, employment verification letter).
